I couldn't help but smile at this sign!
But maybe I should explain for non-Thai residents. Here in Phuket it is allowed at certain sets of traffic lights for vehicles to turn left even on a red light providing it is safe to do so (free).
Phuket the way I have experienced it since 1987.
